I switched to 1.13.2 and now i'm getting the message "io.netty.channel.AdstractChannel$AnnotoatedConnectException: Connection times out: no further information"

I tried to connect to the server given the link above and when I attempt to join i get this message, "java.net.ConnectException: Connection timed out: no further informantion:" when I am logged onto other servers perfectly fine.
